ILA’s CEO Ryan McGowan was named among the 500 Most Influential People Shaping Policy in 2025 by the Washingtonian.
McGowan joins a distinguished list of power players including previous U.S. Cabinet Secretaries, former Members of Congress, fortune 500 executives, and the nation’s top lobbyists. According to the Washingtonian, “the rigorous selection process was based on several key factors: individuals with deep subject-matter expertise who understand how to effectively drive action in Washington; those who grasp the nuances and complexities of specific policy areas; and experts in fields we believe will be particularly significant to the current slate of elected officials”.
The Washingtonian noted, “McGowan provides policy shapers with data-driven insights and evidence-based recommendations to improve governance structures and public-policy outcomes.” Under McGowan’s leadership the ILA has constructed the most expansive policy and voting dataset ever produced on the U.S. Congress, powering the operations of multiple liberty-minded organizations.
